Nuevo paradigma normativo sobre la ciudad: Retornando a la ciudad tradicional

Resumen: El urbanismo español ha primado siempre el ensanche y la nueva edificación. La atención al tejido urbano y la edificación existentes ha sido marginal en la legislación y poco sistemática en la práctica. Tras la explosión de la burbuja inmobiliaria, pero no solo por esa razón, la realidad económica y financiera del país ha convertido en prioridad lo que era una necesidad, abordar con nuevos planteamientos el tratamiento de la ciudad y la edificación, promoviendo su regeneración integrada y energéticamente eficiente, impulsando un nuevo paradigma normativo mediante la Ley 8/2013, de 26 de junio, de rehabilitación, regeneración y renovación urbana. Spanish urbanism has been characterized historically for giving priority to the urban sprawl and new buildings. The attention to the existing urban space and buildings has been marginal in the legislation and slightly systematic in the practice. After the explosion of the real-estate bubble, but not only for this reason, the economic and financial reality of Spain, has turned into a priority the treatment of cities and buildings with new approaches, promoting integrated and energetically efficient urban regeneration, stimulating a new normative paradigm with the Act 8/2013, of June 26, regarding urban renewal, regeneration and renovation.
